The Downtown Whitby Secondary Plan Update will establish an updated vision, policies, and a framework to guide development in Downtown Whitby as it changes and evolves over the long-term. SGL was retained to provide expertise in land use planning and urban design and project manage a multi-disciplinary team to complete the secondary plan. A number of study elements are key to the successful update including the updating of a vision and guiding principles for the downtown, preparation of a comprehensive Background Review and Analysis Report, preparation of two land use concept plans and a preferred plan, and preparation of secondary plan policies. SGL has conducted online public engagement to inform the development of the downtown and consult with the public to develop a plan where residents, employees and visitors can live, work, and play.encourages the creation of a successful and sustainable urban community.
