Fairview Park Community Vision

SGL was retained by the City of St. Catharines to project manage and lead the development of the Fairview Park Community Vision (FPCV). The purpose of the FPCV was to set up a Vision for the development of two underutilized parks – John Park and the decommissioned Fairview Golf Course – to ensure future facilities and amenities were adequate to service the needs of the growing community. The Vision was built upon extensive public and stakeholder consultation; it considered and incorporated existing planned amenities as well as existing cultural heritage remnants such as the third Welland Canal and swing bridge remnants.

The FPCV was developed through a background review and analysis of existing park conditions, preparation of opportunities and constraints mapping to identify areas for redevelopment, preparation of two conceptual bubble diagrams to provide options for how the future park may develop, and preparation of a final Master Plan and 3D model which combined the most desired elements from the concept plans into one cohesive and thoughtful design. The final Master Plan was included as part of a Fairview Park Community Vision Master Plan report that included an overview of the project, existing conditions, the Vision and Master Plan features, as well as a detailed Implementation Strategy that outlined how the park could be re-developed over the next 10 years with a $12 million budget. The Master Plan was enthusiastically approved by Council in mid-2024.
